Dave serves as Director of National Security Initiatives for the University of Wisconsin–Madison, and as Research Director for the Wisconsin Security Research Consortium (WSRC). Dave supports both the Vice Chancellor for Research and Vice Chancellor for University Relations to identify national security research opportunities and build strategic national security partnerships in Wisconsin and beyond.

Dave is a subject matter expert on cyber and national security issues. He also serves as an Cyber Warfare Officer and Military Intelligence Officer in the Wisconsin Army National Guard, and previously served as a Cryptologic Warfare Officer in the United States Navy. He holds graduate degrees in Cybersecurity Policy and Information Warfare, and is graduate of the Naval Postgraduate School, Naval War College, and Joint Forces Staff College. He also serves as Research Director for the Wisconsin Security Research Consortium.

Dave also manages Cyber Programs and Designations for the School of Computer, Data & Information Sciences, including relationships with U.S. Cyber Command (CYBERCOM), the National Security Agency (NSA), and the Wisconsin National Guard (WING).
